Jim is the executive lead for Worley’s Upstream, Midstream and LNG business line. He actively manages a portfolio of contracts and projects across a wide geographical footprint and diverse end markets, including Oil and Gas; Clean Energy; and Environment and Infrastructure. Jim has the ability to lead significant teams, delivering high value contracts to customers with significant focus on HSSE and financial performance. 

Previously Project Delivery and Technical Director with 27 years experience in Petrochemical, Oil and Gas, Clean Energy, Transmissions and Distribution and Environment and Infrastructure fields. Deep experience in Managing large groups of Engineering Design personnel across Europe and the Middle East. Functionally leading a Technical workforce of some 9000 personnel.
Jim has successfully managed projects for clients including Shell, Total, ExxonMobil, CNR, Dubai Petroleum, Oxy and Marathon.

 

Alden Evans, P.Eng. P

Program Lead Marine Terminal SME

Alden is a Vice President of Worley Consulting and is the sub-sector lead for our LNG Advisory business line. He has been actively engaged in the front-end development on a number of LNG projects with scopes ranging from early site selection, feasibility and pre-FEED studies, and technical and commercial due diligence reviews. With over 30 years of experience supporting a broad range of industry sectors.

Alden has significant experience in the planning, design, and construction of ports & marine terminals previously managing Worley’s Ports and Marine Terminals group across the Americas and as the Global Sector Lead for Worley’s Ports and Terminal Infrastructure business line.

Specific field of expertise is related to marine terminal infrastructure support to the resource sector and has been providing subject matter advice specifically to LNG developers with respect to both greenfield and brownfield export terminal developments for over 10 years. 

 

Paul Sullivan, C.Eng

LNG Subject Matter Expert

Paul has over 40 years’ experience in engineering and construction of which nearly 30 years has been in the LNG industry. His career has covered construction and engineering activities in Europe, the Middle East, India, Korea, China, South-East Asia, and the Americas. He was involved in the development from concept to implementation of LNG projects in British Gas in both liquefaction and regassification. He headed up their FEED group and was instrumental in developing their first grassroots liquefaction project in Trinidad, Atlantic LNG Train 1 from 1993 to 1998. Other career achievements include project management of major LNG import and export (liquefaction) contracts from feasibility through EPC implementation, from both client and contractor perspective.

Paul was appointed the Global Head of LNG and FLNG at Worley in 2011, developing and directing their global network of LNG focused centres of excellence. He was instrumental in bringing Worley to the fore in the LNG liquefaction and regassification business. He initiated new concepts in the FLNG field and oversaw a large number of FSRU development projects. From early 2017 to May 2018, he took on the role of Vice President of Projects and Project Advisor to the CEO on Steelhead LNG in Vancouver. This is a World Class “At Shore™” LNG liquefaction project with which he had been involved through Worley over the previous several years since its inception. Paul is now the Senior Vice President of Worley Consulting’s Upstream, Midstream, and LNG business line and is heavily involved in the consulting and advisory space within the LNG sector.

 

Guadalupe Ugarte

Senior Estimator

Ms. Ugarte is a lead cost engineer with a strong background in EPC/EPCM/LSTK/P3 projects and over 25 years of experience in cost estimation, economic analysis, and cost control for infrastructure, transportation, energy, buildings, utilities, and mining projects, throughout South and North America. She has worked on a number of front-end LNG studies in an estimating capacity, most recently for LNG developments in the Gulf Coast.

Her estimating expertise includes quantity surveying, unit cost analysis, scheduling, value engineering, and risk analysis, with the ability to handle complex multi-phase projects and simultaneously examine economic and design trade-offs in the context of the full project lifecycle.

As a Professional Cost Engineer, Ms. Ugarte has developed and supervised procurement, logistics, planning, scheduling, cash-flow, and operating cost and financial models for countless public and private projects in partnership with international consultants and contractors. She has built databases of pricing and productivity for several industries and maintains a global network of professional relationships with clients, contractors, and consultants

 

Andy Loose, C.Eng

VP OF LNG

Andy is currently VP LNG at Worley having joined in 2021. As part of Worley's Upstream, Midstream and LNG growth sector team Andy supports new projects and business development across the global LNG sector.

Andy brings strong engineering and project leadership skills in the field of major new energy projects. He is a Chartered Engineer with 34 years’ experience in a mix of offshore gas, LNG, FLNG, air separation, hydrogen and energy industries. His experience covers a range of senior roles including VP, project director, technical director, engineering management, project development and consultancy and includes all stages of project execution from conceptual design through detail engineering design, construction and commissioning. Andy is recognised by clients for his technical expertise, business acumen, collaborative working approach and track record in delivery on both large and small complex projects.

Prior to Worley, he worked 15 years at KBR in a variety of senior roles on multiple studies, FEEDs and EPCs. He retains a strong focus on delivery whilst successfully balancing the requirements of quality, cost, schedule and safety. On Chevron’s Gorgon LNG mega project, he was Technical Director during EPCm with overall technical and quality responsibility across 6 global joint venture offices.

 At KBR, he led much of the offshore LNG development work delivering a range of novel FLNG and GBS engineering solutions for multiple projects. These included GDF Suez’s Bonaparte FLNG project and Eni’s Mozambique Coral South FLNG project. In 2019-20 he was Deputy Project Director on Woodside’s Browse project responsible for the engineering delivery and execution planning for two very large and complex offshore gas FPSOs.

Andy is a regular speaker on FLNG design and execution at numerous international conferences and seminars, including Gastech, Flame, GPA Europe and in Russia. He has twice facilitated the FLNG World Congress conference in Singapore and is recognised as an industry expert on the subject.

 

James Porter, C.Eng

LNG Storage & Handling

Over 25 years’ experience as a Chartered Civil / Structural Engineer on various projects including heavy civil and structural projects, LNG tanks and import / export terminals, petrochemical, marine and general civil infrastructure projects. 

Most  recently  18  years’  experience  on  large  LNG  Projects,  including  detailed  design  of  cryogenic  storage  tanks  and liquefaction / regasification terminals, Floating LNG, GBS based LNG, bidding and executing EPC, Feasibility, FEED and Engineering Projects.  Specific experience in running a specialist Civil/Structural section, carrying out the detailed design of reinforced and post- tensioned concrete, structural steelwork, primarily in heavy industrial facilities, including oil and gas terminals. 

Considerable experience in projects, enquiries and studies in relation to  oil and gas storage and loading / unloading terminals, with specialist knowledge in cryogenic storage (LNG / LPG). 

 

Tim Cuttance, C.Eng

LNG Process

With a strong financial and project background, Tim has more than twenty years’ experience including lead roles designing facilities including Oil, Gas Processing, LNG, FLNG, CCS, LCO2 and LH2. He has developed a depth of experience across all project phases from feasibility through FEED to EPC in Greenfield and Brownfield site locations, both Onshore and Offshore. He has designed liquefaction facilities located from polar to tropical latitudes and specialises in major equipment selection, plant simulation and Greenhouse Gas mitigation methods, notably for emerging markets, such as Low Carbon LNG and Blue H2.

 

Priya Srinivasan, M.E.E.

Regulatory Compliance & Approvals SME

Priya brings a strong foundation in Chemical Engineering and Environmental Engineering, with a proven track record in navigating permitting processes, conducting regulatory reviews, and implementing environmental design standards across diverse chemical and petrochemical industries. She is well-versed in managing major projects spanning ethylene manufacturing, combined cycle, LNG, and petrochemical facilities. Priya excels in all phases of project delivery, from conceptualization and front-end engineering design (FEED) to detailed design, construction, and commissioning. Her expertise extends to seamlessly integrating State and Federal Environmental Regulations into project planning and execution throughout the engineering, construction, commissioning, and operational phases.

 

Andrea Borkenhagen, Ph.D., P.Biol., RPBio

Senior Vegetation and Wetland Ecologist

Dr. Borkenhagen is a vegetation and wetland ecologist with 15 years of professional and academic experience. Andrea is an expert in evaluating plant communities in natural and reclaimed wetlands and the influence of the environment on community structure and ecosystem function. She has experience with desktop and field assessments of wetland, waterbody, and terrestrial ecosystems throughout North America. She is a professional wetland scientist and has supported numerous projects to meet regulatory requirements and obtain approvals for impacts to wetlands and vegetation resources. Andrea is proficient in evaluating wetland and terrestrial vegetation and ecosystem attributes, constraints mapping, conducting environmental impact assessments and designing reclamation and compensation projects. She develops mitigation plans for various stages of development including construction, operations, and decommissioning, as well as designing and implementing long-term monitoring projects. Andrea is a trusted advisor to her clients, providing practical solutions and quality deliverables that meet regulatory requirements.

 

Chris Whitehead, QEP, CESM

Senior Environmental Justice Consultant

Chris has nearly twenty years of air quality compliance management consulting experience for clients of all sizes across the country. Chris most recently has been heavily involved with environmental justice regulatory developments, climate impact modelling, community engagement, EJ corporate policy planning, and siting analysis. He has extensive connections with the EPA, multiple state agencies, industry groups and serves on multiple Boards and technical working groups. His most recent scholarly work involves examining the social costs of carbon and cumulative impacts associated with projected development in Southern New Jersey and Philadelphia. He teaches clients that to best prepare for EJ work one must do sound social baseline analysis, objectively quantify environmental impacts from a project, and update their community engagement practices.

 

Zickie Allgrove, C.Eng

Marine & Civil Infrastructure

As a Vice President in Worley Consulting’s LNG Advisory team, Zickie’s experience has been focused on the development of liquid bulk, LNG and LPG export and import terminals throughout the USA and Caribbean basin. He has managed and implemented EPC and EPCM developments in the resource sector working on dry bulk material handling port projects (coal, iron ore, potash, apatite, phosphate rock, sulphur, copper and zinc) liquid bulk, LNG export/import facilities and LNG Bunkering terminal development in the U.S., Canada, South America, Caribbean and Indonesia.

With the dual role as the ports and marine terminal director responsible for business development and project execution and oversight for projects in the Americas , Zickie continues to support customers on multiple projects with large multi-disciplinary and multi-cultural design teams for Ports & Marine and Transit related projects nationally and internationally.

Zickie has a Masters in Engineering from McGill University, Montreal, Canada where he specialized in structures and geotechnical engineering and is a U.K. Chartered Engineer with twenty-three (23) years’ experience. His strengths include significant international experience; managing large multi-disciplinary teams; port and marine near-shore structures for liquid bulk, dry bulk, LNG, LPG and container terminals; geotechnical design; short and long span bridges/access trestles in steel, pre-stressed and reinforced concrete; in-depth understanding of met-oceanic processes, dredging, surveying, rail/structure interaction, and segmental balanced cantilever and push launch design.

 

Phil Zito, PE

Marine & Coastal Engineering Lead

Phil has 18 years of experience in marine terminals, petrochemical, and refining. Based in Baton Rouge, LA, he is currently the Worley Consulting Gulf Coast Lead for Ports and Marine Terminals.

Phil currently leads the US growth efforts of Ports and Marine division at Worley while leading engineering and design teams across the North America and India. His responsibilities include task force recruitment and management, project management, production
of schedules and TIC estimates, outside/inside sales, development of design scope/criteria for early phase concepts through detailed design engineering.

Areas of design expertise include marine dock and loading/unloading facilities, civil and structural for industrial process units.

 

Rhodion Gallego, PE

Civil/Structural Lead

Civil Engineer with more than 25 yrs engineering, management and construction experience, both
domestically and internationally, with projects ranging from $1 million USD to over $12 billion USD; with over 14 years onsite engineering and construction management. Experience includes Design, Engineering Management, Project Management, and Construction Management.

Vast experience in Roads and Railroads projects along all stages, from development to construction including private and public developments, in Colombia, USA, Ecuador, and feasibility for other projects for projects in many other countries including Spain, and Egypt. Also participated in roads planning and design of heavy haul roads and mining roads.

Project experience includes Conceptual Development, Schematic Design and Site Studies Phases, Permitting and Approvals, Feasibility, FEED, Detailed Engineering, EPC, PMC, BOO/BOOT developments, Procurement, Constructability as well as Construction Management managing Quality, Budget and Schedule, and managing Project Teams – All Engineering Disciplines, site engineering and construction teams.

Senior Geotechnical Engineer

Ms. Harmon is the senior geotechnical engineer based in Baton Rouge, LA, with over 10 years of industry experience. Ms. Harmon has a broad range of experience in geotechnical engineering and has planned, led, and undertaken site investigations across the United States. She has also been responsible for completing both factual and interpretive geotechnical reporting. Her experience includes planning and leading small to large terrestrial site investigations, project management, slope stability assessments, design and installation and testing of deep foundations.
